In the mid-80’s, the agency developed and advocated for Conditional Use Permit (C.U.P). The ordinance initially passed in 1987 for the City’s 4th district, where 92113 is located. It required conditional use permits for retail outlets and prohibited liquor stores within 600 linear feet of churches, schools, public parks, playgrounds/recreational areas, hospitals or county health offices; and required the crime rate to be at or below a certain level before a license could be granted. While the ordinance was originally passed for the District 4, the City of San Diego passed the ordinance city-wide in 1995. Since then, many California communities have adopted the C.U.P.
