Daniel J. Alfonso is the City Manager at the City of Miami. He began work in the City of Miami as Director of Management and Budget in 2011 after 17 years working at Miami-Dade County. During his tenure at Miami Dade County, Mr. Alfonso worked in various operational and administrative positions including Revenue Collector at Miami Dade Transit, Budget Coordinator at the Office of Management and Budget, and Assistant Director at the General Services Administration Department. At the City of Miami, as Budget Director, he has improved the annual budget process and the reporting of the City’s financial information; as City Manager, he is implementing various initiatives aimed at improving the City’s finance, employee morale, productivity, and customer service. While working full time at Miami Dade County, Mr. Alfonso earned a Master of Science in Finance degree at Florida International University (2002) as well as a Bachelor of Business Administration with majors in Management, and International Business (2001). He also earned an Associate Degree in Accounting at Miami Dade College. Mr. Alfonso also served in the United States Army from 1986 to 1991. He earned the rank of Sergeant, and in 1990 participated in operations Desert Shield and Desert Storm as a Cavalry Scout assigned to the 24th Infantry Division. He values family, loyalty, and education. He has been married for 27 years and has a son who currently attends Florida International University and a daughter of middle school age.

The Citizens’ Independent Transportation Trust (Transportation Trust) is the 15-member body created by Miami-Dade County voters to oversee expenditure of revenue generated by the half-percent Charter County Sales Surtax that funds the transit and roadway projects in the People’s Transportation Plan (PTP). The Transportation Trust is comprised of 15 members appointed by each member of the Board of County Commissioners, the County Mayor and the Miami-Dade League of Cities. The Office of the Citizens' Independent Transportation Trust is the County department that provides professional staff support to the Transportation Trust. The Trust administers the PTP funded Municipal Transportation Program where participating municipalities receive 20% of Surtax funds for transit and roadway projects Significant improvements have been made to the County’s public transit and roadway systems because of the PTP. New buses and Metromover vehicles have been purchased and are in operation. Municipal circulator systems are successfully operating in twenty-six of the participating municipalities. More than 300 miles of roads have been improved, the countywide traffic signalization system has been upgraded and the Metrorail Orange Line extension to the airport is completed and in operation. Because of the PTP, thousands of seniors and eligible veterans enjoy fare free rides on the public transit system. Funding decisions made by the Transportation Trust helped turn the half-cent Surtax into meaningful projects that offer greater mobility options to public transportation users.
