LCFS takes the position that every child deserves a nurturing family. Therefore, LCFS expends a great deal of energy in recruiting, screening, training, and supporting families to meet the challenge. Intensive Case Manager-to-child ratios are employed, and an array of services including other agencies and community resources (e.g., psychiatrists, psychologists, therapists, trainers, etc.) are utilized as LCFS attempts to adjust the agency's resources to meet the needs of the child. LCFS is committed to a team approach in administrating the program as well as providing care and treatment for children. All professional staff members are involved in the screening and training process for foster families and generally, Case Managers are assigned to foster families instead of children, i.e., the foster family is the primary resource for the child; the Case Manager is the primary resource for the foster family; the LCPAA/Program Director is the primary resource for the Case Manager, etc. In this way, Case Managers are assigned to support the foster family as a whole, which includes providing individual support for the foster children in the family. However, due to the belief that the foster family is an integral part in providing a therapeutic environment for the foster child, the Case Manager provides services that benefit the entire foster family. By assigning a Case Manager to a foster family rather, there will be one Case Manager for each foster home, thereby allowing for more consistent and thorough supervision of all aspects of a child’s care both within and outside of the family. Children, who are clients of LCFS, are treated individually, with respect and care. They are an integral part of the Treatment Team. Piagetian principles of development are a basis for assessment; a strengths-based approach for treatment is employed utilizing theories and principles not in conflict with above assumptions. The philosophy for treatment planning in foster care is based on a competency-based approach: goals should be positive. A need cannot be addressed without a strength to solve it; discover the strengths and build on them. Foster families will be encouraged to utilize a behavior modification program in their homes that will encourage positive behaviors, reinforce the extinction of negative behaviors, and provide feedback for new, positive behaviors. Case Managers will utilize such programs as an integral part of treatment planning for children and will discuss progress with the foster family during home visits and as needed.

In the last twenty years, the population of the Indian community has grown from about sixty families to well over six hundred families. During this period, many sister organizations were created, catering to the specific needs of the various subsets of the Indian community. This evolution has led to changes in the objectives of the IASA to meet the new challenges. The long term goal of IASA includes the role of an 'umbrella organization', to better serve and represent the Indian community as a whole.
