OCDE is a public education organization offering support services to 27 school districts and more than 600 schools and 20,000 educators serving over 500,000 students in Orange County. A.B.L.E. provided air-support service to the cities of Newport Beach, Costa Mesa & Santa Ana seven days a week, three hundred and sixty-five days a year. A.B.L.E. patrolled a diverse area which includes commercial and residential areas, a state park, a harbor that is one of the nations busiest for small craft and 10 miles of coastline.

The City of Costa Mesa Emergency Service Amateur Communications organization ( known as MESAC), is comprised of licensed amateur radio operators dedicated to serving the community and the public in the event of emergencies and disasters. Members also frequently participate in non-emergency city and community activities where portable communications capabilities are necessary.
