The Office of Human Resources (OHR&A) directs policy and operational functions in administration, human resources management, diversity and inclusion, resolution management, and labor-management relations. The Assistant Secretary serves as the Department's Designated Agency Safety and Health Official and is responsible for administering the Occupational Safety and Health and Workers' Compensation programs. The Assistant Secretary also serves as the Department's Chief Human Capital Officer which assists the Secretary carry out VA's goal to select, develop, train, and manage a high quality workforce in accordance with merit systems principles.
The United States Department of Veterans Affairs is a government-run military veteran benefit system with Cabinet-level status. In 1811, the first domiciliary and medical facility for veterans was authorized by the federal government, but not opened until 1834. In the 19th century, the nation's veterans assistance program was expanded to include benefits and pensions not only for veterans, but also their widows and dependents.
