The St. Louis Metropolitan Chapter of Blacks In Government was formed in July of 1979, prior to the first National Training Conference. During this era, National Executive Vice President, Mr. Norman Seay, from St. Louis, contacted Kenneth Webb and Julius Crouch, whom also resided in St. Louis, regarding the start of this new organization in early July. In mid July, Ken Webb and Julius Crouch invited and recruited members at the first meeting. This meeting and the membership were very important because the National Training Conference was held the following Labor Day Weekend. The first meeting held in late July, more than 20 federal, state, and local government employees attended. The dues collected was enough to apply for chapter status with the national organization. The following persons were elected officers for the chapter: Kenneth Webb – President Wanda Spencer – Vice President Cheryl Gray – Secretary Robert Fredericks - Treasurer
