Four votes were taken on the question, and at last it was decided to allow the bylaws to read as they have for twenty-five years in the Union Club.The club's first location was in the second-floor rooms over the Tally-Ho Stables on the northwest corner of First and Fort (Broadway) streets, where the Los Angeles County Law Library now stands. -IDEPSCA, the Instituto de Educacion del Sur de California, is one of more than 100 worker centers throughout the country (Fine, Milkman, Narro). Organized as a coalition in 1984, volunteers taught Spanish literacy and ESL classes and were committed to responding to the needs of low-wage, immigrant workers and defending their human rights. Based on popular education principles of problem posing (critical analysis and education for action), the classes led to organizing among day laborers, household workers, children, parents and youth. IDEPSCA was founded as a non-profit organization in 1991 and has developed strategic work areas to meet the diverse needs of the community in four areas: Education and Literacy, Popular Communication and Technology, Day Laborer and Economic Development, Holistic and Preventive Health.
