The Spanish began to work building a fort at the base of Point Guijarros, opposite the tip of North Island (Coronado). This fort was built on the land which is today known as Ballast Point. Fort Guijarros was later finished in 1798 and then abandoned by the Spanish in 1845. In 1846 United States Capt. Samuel Du Pont, entered the abandoned land where the fort once stood and raised their flag. Shortly after in 1848 the Treaty of Guadalupe Hidalgo ended the Mexican-American War and the Americans claimed Point Loma.

ARCO (ARDM-5) is a medium Auxiliary Repair Dry Dock named after the town of Arco, Idaho. Her keel was laid on May 9, 1983 by Todd Pacific Shipyards in Seattle, Washington and launched on December 14th, 1984. Placed in service on the 23rd of June, 1986 in the heart of San Diego’s Point Loma Submarine Station, today she provides service to submarines requiring precise hull maintenance and overhaul. In addition to having the ability to use her ballasting tanks to raise and lower submarines from the water, she provides much needed services to the submarine during availability to keep tight availability schedules timely and efficient. The entire docking processes is a provision of excellence by the crew of ARCO, taking nearly 16 hours to complete one docking, the ability to masterfully exert the alignment and securing of the vessel. While primarily used to dry-dock submarines,, the 2,941,176 cubic foot, 61 feet tall Arco can house any number of seagoing vessels displacing less than 7,800 tons.

Surface Warfare Medical Institute San Diego, CA NDACS Training Application Procedures The Navy Drug and Alcohol Counselor School (NDACS) training application is designed to accommodate enlisted personnel (E-5 through E-9) interested in attending NDACS. Because NDACS is a rigorous competency based course, a thorough screening is a valuable tool in identifying eligible personnel. The application and screening assess personal strengths and possible deficiencies in the areas of physical and mental health, positive attitudes towards self and others, effective communication skills and the absence of any alcohol, other drug abuse, compulsive overeating or other emotional problems. All prospective NDACS students are required to be screened and have a favorable evaluation prior to admission. Screening evaluations will be conducted by certified Navy Drug and Alcohol Counselors (military or civilian) assigned to a Navy Treatment Facility. Additional information concerning NDACS application is available by contacting, NDACS, BUPERS (Pers 4010D1). Other applicants (Coast Guard, Army, and foreign military students) are required to submit a completed application package and be screened by a qualified counselor.
