The Port of San Francisco is a semi-independent organization run by a five-member commission, appointed by the Mayor and approved by the Board of Supervisors. The Port is responsible for managing the larger waterfront area that extends from the anchorage of the Golden Gate Bridge, along the Marina district, all the way around the north and east shores of the city of San Francisco including Fisherman's Wharf and the Embarcadero, and southward to the city line just beyond Candlestick Point. In 1968, the State of California via the California State Lands Commission for the State operated San Francisco Port Authority (est. 1957) transferred its responsibilities for the Harbor of San Francisco waterfront to the City and County of San Francisco / San Francisco Harbor Commission through the Burton Act AB2649. All eligible State port authority employees had the option to become employees of the City and County of San Francisco to maintain consistent operation of the Port of San Francisco.The Port of San Francisco lies on the western edge of the San Francisco Bay near the Golden Gate. It has been called one of the three great natural harbors in the world, but it took two long centuries for navigators from Spain and England to find the anchorage originally called Yerba Buena. A port, as was said in its early days, in which all the fleets of the world could find anchorage.

The Coastal Commission was created in 1972 by voter initiative and affirmed four years later by the legislature with the passage of the California Coastal Act. The 12-member commission is tasked with protecting coastal resources, including maximizing public access and recreation, protecting wetlands, habitats, and scenic rural areas. The agency also provides for coastal agriculture and other coastal-related activities, such as fishing, boating, and aquaculture. The commission does this through careful planning and regulation of development with local governments along the state's 1,100 miles of coastline.

The Spare the Air program was established by the Bay Area Air Quality Management District in 1991 to reduce air pollution and provide advance notice when a "Spare the Air Alert" is in effect. The Air District declares Spare the Air Alerts on days when air quality is forecast to be unhealthy. The Spare the Air program has two seasonal components that educate residents about the effects of air pollution and encourage them to take action to improve air quality in the Bay Area. Spare the Air Every Day (Summer) During the summer months, ozone pollution, or smog, can become a health problem in the Bay Area. In the summer, the Spare the Air program notifies residents when air quality is forecast to be unhealthy, and urges residents to drive less and reduce activities that contribute to smog. Winter Spare the Air During the winter months, concentrations of particulate matter, or soot, can reach unhealthy levels. The Winter Spare the Air program notifies residents when soot levels are anticipated to be high. When unhealthy air is forecast, the Air District will issue a Winter Spare the Air Alert which prohibits burning wood, firelogs or pellets in fireplaces, woodstoves, or outdoor fire pits. How to Participate Sign up for Air Alerts, an email service that informs the public the day before a Spare the Air Alert is declared. It encourages Bay Area residents to modify their behavior to reduce air pollution and gives advance notice to people with respiratory sensitivities, such as asthma or emphysema. The Employer Program provides more than 2,100 businesses with free tools to help them educate employees about pollution prevention and advises them when a Spare the Air Alert is issued. Community Resource Teams provide an opportunity for all interested people to work together and plan educational activities and programs to reduce air pollution in their communities.
