The Constitution of the Student Senate for California Community Colleges (SSCCC) became effective in May 2006. The constitution established a governance structure that was similar to and based on the governance structure of the Academic Senate for California Community Colleges The original SSCCC constitution provided that the SSCCC shall have a General Assembly and a Student Senate Council. The General Assembly included one voting delegate from each of 113 recognized associated student organizations at the 112 California community colleges. The Student Senate Council included 20 “Regional Senators” and 10 “At-Large Senators”. The constitution divided California into 10 geographic regions and each year the voting delegates in each region elected 2 Regional Senators. The At-Large Senators were elected each year by and from among the voting delegates at a General Assembly. The constitution was amended in 2011 to eliminate the office of At-Large Senator and to provide that the voting delegates in each region shall elect 3 Regional Senators. The Board of Governors of the California Community Colleges has provided that, “A Student Senate for the California Community Colleges has been established in conjunction with local associated student organizations so that the community college students of California may have a formal and effective means for participating in the formation of state policies that have or may have a significant impact on students.” The Board has recognized the SSCCC “as the representative of community college-associated student organizations before the Board of Governors and the Chancellor’s Office” (Title 5, Section 50002, California Code of Regulations). The Student Senate fully participates as a member of the Chancellor’s “Consultation Council” (http://www.cccco.edu/SystemOffice/ConsultationCouncil/tabid/522/Default.aspx), which was established in accordance with the provisions of Assembly Bill 1725 (Chapter 973, Statutes of 1988).

ACADEMICS UC Center Sacramento is the University of California’s teaching, research and public-service site located one block from the State Capitol Building. Operated by UC Davis, UCCS offers distinctive academic programs in public policy and journalism to students from throughout the university’s 10-campus system. These two programs provide students with an opportunity to study through seminars and internships in and around the state Capitol. Since its founding in 2004, UCCS has enrolled more than 650 students, many of whom now are engaged in policy careers with all levels of government or with organizations, associations and firms that work closely with government. RESEARCH UCCS seeks to foster public-policy research in the University of California system. In collaboration with partners in academia, government and philanthropy, UCCS serves as a system-wide resource, focused on issues of importance to the state and nation and based on collaborating networks of scholars drawn from the entire UC system. PUBLIC SERVICE UCCS seeks to foster communication between UC scholars and state policymakers in all branches of state government, from the governor’s office and the Legislature to various state agencies, departments and commissions. Rainbow Daycare Inc. is a parent owned and operated non-profit childcare center located in downtown Sacramento near the State Capitol. The California High-Speed Rail Authority (Authority) is responsible for planning, designing, building and operation of the first high-speed rail system in the nation. California high-speed rail will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds capable of over 200 miles per hour. The system will eventually extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations. In addition, the Authority is working with regional partners to implement a state-wide rail modernization plan that will invest billions of dollars in local and regional rail lines to meet the state’s 21st century transportation needs.
Caltrans manages more than 50,000 miles of California's highway and freeway lanes, provides inter-city rail services, permits more than 400 public-use airports and special-use hospital heliports, and works with local agencies. Caltrans carries out its mission of improving mobility across California with six primary programs: Aeronautics, Highway Transportation, Mass Transportation, Transportation Planning, Administration and the Equipment Service Center.

On January 1, 2012, the Governor's Committee on Employment of People with Disabilities (GCEPD) will be transferred from the Employment Development Department to the Department of Rehabilitation. Along with the transfer, the name has been changed to the California Committee on Employment of People with Disabilities (CCEPD). With strong support of the California Health and Human Services Agency and the Department of Rehabilitation, the new committee will build upon the legacy of the Governor's Committee to further advance employment opportunities for people with disabilities in California. The California Committee on Employment of People with Disabilities is established in California statute to advance the employment of people with disabilities in the state. Policy-related responsibilities of the committee were first defined in the Workforce Inclusion Act (Aroner, Statutes of 2002) and amended as part of the Budget Act of 2011, under Assembly Bill 119. The primary function of the committee is to consult with and advise the Secretary of the Labor and Workforce Development Agency and the Secretary of the California Health and Human Services Agency on all issues related to full inclusion in the workforce of persons with disabilities.

The California Energy Commission is the state's primary energy policy and planning agency. Created by the Legislature in 1974 and located in Sacramento, the Commission responsibilities include: Forecasting future energy needs and keeping historical energy data. Licensing thermal power plants 50 megawatts or larger. Promoting energy efficiency by setting the state's appliance and building efficiency standards and working with local government to enforce those standards. Supporting public interest energy research that advances energy science and technology through research, development, and demonstration programs. Supporting renewable energy by providing market support to existing, new, and emerging renewable technologies; providing incentives for small wind and fuel cell electricity systems; and providing incentives for solar electricity systems in new home construction. Developing and implementing the state Alternative and Renewable Fuel and Vehicle Technology Program to reduce the state's petroleum dependency and help attain the state climate change policies. Administering more than $300 million in American Reinvestment and Recovery Act funding through the state energy program, the energy efficiency conservation and block grant program; the energy efficiency appliance rebate program and the energy assurance and emergency program. The California State Board of Food and Agriculture is a fifteen-member state board, appointed by the governor, and carefully selected to represent a broad range of agricultural commodities, a variety of geographic regions and both the University of California and California State University academic systems. The California State Board of Food and Agriculture is responsible for advising the governor and the secretary of CDFA on agricultural issues and consumer needs. The Board often acts as a host to bring together local, state, and federal government officials, agricultural representatives and citizens to discuss current issues of concern to California agriculture.

With a team of scientists and other dedicated professionals, the Department of Conservation administers a variety of programs vital to California's public safety, environment and economy. The services DOC provides are designed to balance today's needs with tomorrow's obligations by fostering the wise use and conservation of energy, land and mineral resources. Division of Land Resource Protection (DLRP) The Department of Conservation administers or supports a number of programs designed to promote orderly growth in coordination with agricultural endeavors. This is a crucial job: The population of California is expected to grow from its current 34 million to 50 million by 2025, and the need for new homes will put strain on the nation's leading agricultural economy. Key DOC tools available for land conservation planning are conservation easement grants, tax incentives to keep land in agriculture or open space, and farmland mapping and monitoring. Office of Mine Reclamation (OMR) The reclamation of mining land wasn't addressed in state law before 1975. The Surface Mining and Reclamation Act is the link between producing the mineral products important to California and protecting the environment. Under SMARA, every mining operation must have a permit to mine, an approved reclamation plan (the mined land must be restored or altered to a condition agreed upon prior to mining), and a sound financial ability to ensure reclamation. California Geological Survey (CGS) In the United States, only Alaska experiences more earthquakes than California. Scientists from DOC gather data on earthquakes and map earthquake faults and related hazards. This information is used to make buildings and structures that are better able to withstand earthquakes, minimizing loss of life and property damage. In addition, the Mineral Resources Program gathers, analyzes and distributes information on the state's mineral resources to help prevent valuable mineral deposits from being lost. Division of Oil, Gas & Geothermal (DOGGR) DOC ensures the safe exploration and development of energy resources. It oversees the construction, operation and closure of oil, gas and geothermal wells, an important step in guarding drinking and agricultural waters against pollution. DOC also is the clearinghouse for information about the state's oil, gas and geothermal industry, with more than 170,000 well records, production and injection statistics, well logs and field maps. State Mining & Geology Board (SMGB) The State Mining and Geology Board operates within the Department of Conservation, and is granted certain autonomous responsibilities and obligations under several statutes. The board's general authority requires all nine board members to "represent the general public interest." The board serves as a regulatory, policy and appeals body representing the state's interest in geology, geologic and seismologic hazards, conservation of mineral resources, and reclamation following surface mining activities.

Most patients in state hospitals are mandated for treatment by a criminal court judge. Up to 90 percent of our patients were sent to us through the criminal court system and have committed or have been accused of committing a crime linked to their mental illness. The remainder of the department’s patient population has been committed in civil court because they are a danger to themselves or others. These patients commonly referred to as Lanterman-Petris-Short commitments, can be held 72 hours for mental health evaluation and treatment. Created by the legislature in 2009, the Delta Stewardship Council is composed of members who represent different parts of the state and offer diverse expertise in fields such as agriculture, science, the environment, and public service. Of the seven, four are appointed by the Governor, one each by the Senate and Assembly, and the seventh is the Chair of the Delta Protection Commission. The council's work is supported by an independent board of nationally and internationally prominent scientists.
