WBGC has been serving the Wallingford community since 1947, providing a safe and caring place for youth. The Club provides educational and recreational opportunities, including homework assistance, art instruction, technology access, athletics, and much more to approximately 600 youth each year. Our Youth Development Program, located at the Burke 45th Street site, is at the heart of the Club's mission and provides a quality after school environment for local youth for a nominal fee (scholarships are available). International Foster Care Alliance (IFCA)〔NPOのめざす目標とこれからの活動〕 ２０１２年９月　 小さいですがとてもエネルギーにあふれた非営利団体（NPO）が立ち上がりました。 その名　International Foster Care Alliance のとおり、この団体は、日本とアメリカが、お互いの児童福祉システムの向上のために語り合う場を創造し、共にさまざまな活動をしてゆきます。 この非営利団体の目的は、ふたつです。 • 日本とアメリカ両国のフォスターユース（十代の里子）と、施設出身者が自らの体験を自由に語り、意見を交換する場をつくる。 • 日米両国のケアギバーたち、そして、児童福祉にたずさわるプロフェッショナルたちが、お互いの児童保護の実践を改善するためのフォーラムをもうける。 現在、三つの柱に分けて、今後の計画を進めています。 １） 社会的養護の当事者たちの活動： アメリカの十代の里子たちは、たいへん活発に、自分たちの権利擁護のため、自立支援の向上のための活動を展開しています。そんなユースたちと、日本の社会的養護の当事者たちの交流を促進してゆこうと考えています。このプロジェクトには、たくさんの時間と努力が必要ですが、将来的には、実際に両国の当事者がお互いの国を訪ね、出会い、どうしたら、フォスターケアと自立支援のシステムを変えられるのかを自らの体験をとおして語り合う場をつくるのが目標です。米国側では、すでに、Foster Care Alumni of America や California Youth Connection などの団体に声をかけて、この計画のための相談を持ちかけました。日本の方たちからの、ご意見やアイデアが是非、必要です。 今はまず、両国の当事者たちをつなぎ合わせるために、ウェブサイトをつうじて、ユースたちの詩やエッセイを発信することから、このプロジェクトを始めようと思います。私たちのNPOでは、現在、当事者たちの作品(エッセイや詩、そして絵画や写真など)を広く応募しています。ウェブサイトにはあなたの作品が日米両国語で紹介されます。作品が使用された場合は、賞金をお送りします。 ２） 里親・親族里親の支援： 日米両国で、里親のリクルートと支援のことが大きな課題になっています。 現在、シアトルのMockingbird Society　というNPOが考案した画期的な里親支援モデルを日本に紹介する計画を進めています。 ワシントン州キング郡のキンシップ・コラボレーションは、近年、シアトル地域に親族里親のためのワン・ストップ・センターを開始しました。このプログラムの効果も日本の方たちに伝えてゆきたいと思います。 ３） 虐待を受けた子どもたちのトラウマ･ケア： 『虐待を受けた子どもたちに、最良の治療法を』という願いは、日米共通です。 現在日本に、米国のエヴィデンス･ベースド･プラクティスのトラウマの治療法を広める計画を進めています。これは、日本の被虐待児だけでなく、被災地の子どもたちのことも考慮した計画です。この１１月、日本の Seeding Hope という団体との共催で、コロラド州ケンプセンターのMonica　Fitzgerald　先生を仙台、東京、和歌山の三都市に招き、日本のプロフェッショナルの方たちを対象に、トラウマフォーカスト認知行動療法のトレーニングを実施します。 このNPOのために、現在５万ドルほどのシードマネーが用意されています。この団体は米国ワシントン州シアトルが基点ですが、東京にも、今後の活動の拠点をつくる具体的な計画をすすめています。 現在、皆様からの、International Foster Care Alliance (IFCA)　へのお問い合わせを受け付けています。下記まで、ご連絡ください。これからの活動に向けて、皆様のご教示とご支援をお願いいたします。 日米両国とも、施設で育つ子どもたち、フォスターケア出身者たちなど、社会的養護の必要な若者たちは、あらゆる場面で厳しい現実に直面しています。この団体が、虐待やネグレクトを受けて育った子どもたちが真実のストーリーを語ることを通じて、彼らの抱えている問題やこれからの支援のニーズを、援助者側に届けるステップボードになることを確信しています。 また、この団体が、日本とアメリカが、言語と文化を超えた、児童福祉の向上のための重要なディスカッションをもたらす　“場“となることを願っています。 6542 4th Ave. NW, Seattle Washington 98117, USA Tel　206.612.3732 [email protected] ＮＰＯ　理事　 粟津美穂（あわづ・みほ） 東京生まれ。１９７８年、渡米。カリフォルニア州立ポリテクニック大学卒業後、時事通信社ロサンゼルス支局の記者となる。その後、雑誌や新聞に、米国の子どもや女性に関する記事を執筆。 ９０年代初めより、地域のＤＶ被害者のための施設やユース・カウンセリング・プログラムの活動に参加する。１９９５年、南カリフォルニア大学ソーシャルワーク学科で修士号を取得。ベンチュラ郡・精神保健局、少年院でインターンを経て、カリフォルニア州立精神科病院ソーシャルワーカー。２００１年より４年間ベンチュラ郡・児童保護局で十代の里子たちのソーシャルワーカとして働く。２００６年から、ワシントン州の児童保護局で、０歳から１８歳までの里子たちとともに仕事をして現在に至る。シアトル在住。 著書に『こんな学校あったらいいな　ミホのアメリカ学校日記』（ポプラ社・１９８８年）、『ディープブルー　虐待を受けた子どもたちの成長と困難の記録』（太郎次郎社エディタス・２００６年）がある。 山野良一 （やまの・りょういち） １９８４年、北海道大学経済学部経済学科を卒業。１９８５年、神奈川県入庁。福祉専門職として知的障害者の施設に勤務する。１９９２年から２００５年までと、２００８年から２００９年までの１５年間、神奈川県中央児童相談所の他に、２箇所の児童相談所で児童福祉司、一時保護所職員として働く。２００５年から２００７年まで、米国ワシントン大学･ソーシャルワーク学部大学院に留学。児童保護局、スラム地域の学童保育所などでインターンを行い、修士号を取得。２０１０年から、千葉明徳短期大学･保育創造学科、教授（児童福祉論）。現在は、川崎市児童相談所アドバイザー、チャイルドライン支援センター理事、「なくそう！子どもの貧困」世話人もつとめている。神奈川県在住。 著書に『子どもの最貧国・日本―学力・心身･社会におよぶ諸影響』（光文社新書･２００８年）。共著に『児童虐待のポリティクスー「こころ」の問題から「社会」の問題へ』(明石書店・２００６年)、『子どもの貧困白書』(明石書店・２００９年)、『子どもの虐待と貧困―「忘れられた子ども」のいない社会をめざして』（明石書店・２０１０年）などがある。 峰下拓　（みねした・たく） 埼玉県生まれ。１９９４年、渡米。ルーイス･クラーク大学卒業後、２００１年から２００４年まで、シアトル･チルドレンズ･ホームで、レジデンシャル･カウンセラーとコーディネーターとして、行動･感情障害を持つ青少年たちとのカウンセリングと、スタッフのトレーニング、また、カリキュラム作成にかかわる。２００５年、同ホームの寮長に抜擢され、カウンセラーの監督にあたった後、２００７年から２年間、プログラム･マネージャーを務める。２００９年から、ワシントン州の児童保護局で、０歳から１８歳までのネイティブ･アメリカンの子どもたちとその家族とともに仕事をして現在に至る。 『ブラックフィート族･ファミリー･モデル』のプロジェクト･マネージャーとして、部族の里親と里子の支援のプロジェクトの計画からモデルの構築までのすべての行程にかかわる。 ２０１２年、ワシントン州立大学、ソーシャルワーク学科で修士号を取得。シアトル在住。 ジョー･スカイタッカー　（Joe Sky-Tucker） １９９７年、スカジット・バレー大学卒業後、シアトル･チルドレンズ･ホームのレジデンシャル･カウンセラーとして２年間勤務する。２００２年から１年間、ＹＭＣＡで、ファミリー･サポート･スペシャリストとして、治療里親の家庭の子どもたちとともに仕事をする。２００３年から、２０１１年までの８年間、チルドレンズ・ホーム・ソサエティーのカウンセラーとして、寮内の行動･感情障害のある子どもたちとのトラウマ治療にあたるほか、リソース・コーディネーターとして、施設のマーケティングとファンドレイジングにもかかわる。 ２０１１年から、エクスプレス･アドヴァンテージ勤務。この非利益団体の、すべてのファンドレイジングの業務を任せられている。 ２０１２年、ワシントン州立大学、ソーシャルワーク学科で修士号を取得。シアトル在住。

Phone & Internet Resources: We help people over the phone and in-person to access Lifeline Cell Phone programs, landline telephone assistance, and internet assistance programs. Community Voice Mail: We provide voice mailboxes to homeless/phoneless people, enabling them to communicate with potential employers, landlords and human service providers. Resource Broadcasting: We broadcast information about social services, employment, housing, healthcare and community events via voicemail, email, blog, Facebook and Twitter.

Towards this vision, we: Grow organic produce and educate volunteers at two urban farms, Marra Farm in the South Park neighborhood and the Seattle Community Farm at Rainier Vista. The produce grown at these farms goes to local food banks or to participants in our work-trade programs. Encourage people to grow food for their families by providing seeds, plant starts, and gardening information to limited income gardeners across the city Educate children about nutrition, sustainable food production, and the wonders of a garden Coordinate with over 45 P-Patch & community gardens to encourage folks to grow extra food for the hungry Consistently review and reflect on our program to ensure that we are accountable to the communities that we are serving

Solid Ground's Cooking Matters hosts no cost six week classes to low income individuals at over 65 locations throughout Greater Seattle and Washington State. Classes include healthy cooking skills, nutrition education and food budgeting. Charlie's Produce and Whole Foods Markets provide annual in-kind donations that make it possible for Cooking Matters participants to receive hands-on instruction in class and take-home groceries to continue cooking healthy recipes at home. Community volunteers share their food and nutrition expertise by participating as chef, nutritionist or class assistants. The program is funded in part by SNAP ED, the annual Chefs Night Out culinary food and wine dinner, and other private grants.
