Newark in the late 19th century was a thriving industrial center. Its factories churned out thread, metals, paints and leather goods. In Newark, Thomas Edison set the stage at his Ward Street factory for his later astounding achievements, and Edison rival Edward Weston established the first factory in the United States for commercial production of dynamo electric machines. On March 24, 1880, the Essex County Assemblyman in the state legislature introduced “An Act to Provide for the Establishment of Schools of Industrial Education.” The Newark Board of Trade sponsored the bill. The Act established three schools of industrial education: one in Newark, one in Trenton, and one in Hoboken. The first Board of Trustees met on July 1, 1884. The Newark Technical School opened on Monday, February 9, 1885 with 88 students who attended despite a terrible snowstorm. The first classes were held in a rented building at 21 West Park Street. Soon the facility became inadequate to house an expanding student body. To meet the needs of the growing school, a second fundraiser—the institution’s first capital campaign—was launched to support the construction of a dedicated building for Newark Technical School. In 1886, under the leadership of the school’s dynamic first director, Dr. Charles A. Colton, the cornerstone was laid at the intersection of High Street and Summit Place for the three-story building later to be named Weston Hall in honor of the institution’s early benefactor. A laboratory building, later to be called Colton Hall, was added to the campus in 1913. Daniel Hodgdon served as the director of Newark Technical School from 1918 to 1920. Under Dr. Allan R. Cullimore, who led the institution from 1920 to 1949, the modest Newark Technical School was transformed into the robust Newark College of Engineering. Campbell Hall was erected in 1925. During the lean years of the Depression and World War II, only the former Newark Orphan Asylum, now Eberhardt Hall, was purchased and renovated by the college. The post-war period was one of enormous activity during which President Cullimore—like today’s post-Cold War university presidents—challenged the college to turn “war-time thinking into peace-time thinking.” In 1946, about 75 percent of the freshman class had served in the armed forces. Robert W. Van Houten was acting president of NJIT from 1947 until 1950 when the board of trustees named him president. Cullimore Hall was built in 1958 and two years later the old Weston Hall was razed and replaced with the current seven-story structure. Doctoral level programs were introduced and six years later, in 1966, an 18-acre, four-building expansion was completed. William Hazell succeeded Dr. Van Houten as president of NJIT in 1970. In 1973, with the addition of the New Jersey School of Architecture, the institution had evolved into a technological university, emphasizing a broad range of graduate and undergraduate degrees and dedication to significant research and public service. A stronger-than-ever Newark College of Engineering remained intact, but a new university name—New Jersey Institute of Technology—signified the institution’s expanded mission. A broadened mission called for the creation of a residential campus. The opening of NJIT's first dormitory, Redwood Hall, in 1979 began a period of steady growth that continues today. Under the leadership of Saul K. Fenster, who served as president of NJIT from 1978 to 2002, four new schools were established at the university: The College of Science and Liberal Arts in 1982; the School of Management in 1988; Albert Dorman Honors College in 1994; and the College of Computing Sciences in 2001. During the administration of Robert A. Altenkirch, New Jersey School of Architecture was reconstituted as the College of Architecture and Design in 2008.

Eleven years ago, The Abbott Leadership Institute located on the Rutgers Newark campus, began its journey with 19 parents and one teacher in a small classroom in the Cornwall Center. Our goal - to build a base of informed and empowered stakeholders for the Newark Public School system. The mission - to increase parent engagement as encouraged by Abbott v. Burke, and to educate parents in the methods for effectively working with educators to ensure all of Newark’s children are receiving a good education. Over the years, we have made many steps towards progress, but the current climate of education reform and “fixes” makes the need for the informed parent voice even greater, and more urgent. Eleven years later, we are the “place to go” for educational information, and parent empowerment. We now educate 250 people each series, approximately 70 per class, with a mix of parents, educators, students, community, political figures and those who want to ensure Newark schools are adequately preparing our children for success. People come to ALI on Saturdays because there is no other place in the city of Newark to obtain such a thorough analysis of education policies and practices on a consistent basis. ALI continues to serve the needs of: • Parents who want information about education policy and practice and a better understanding of the various components of school reform. • Parents who want to become engaged advocates for their children’s education. • Parent organizations that want to become major players in the plans for reform at their schools. • Professional educators who want to engage parents in their schools and want to engage in advocacy for school reform. • Community residents who have a sincere concern for public education and want to serve as advocates. • High School students who are interested in using media and advocacy to tell their story, with the goal to create schools that meet their 21st century educational needs. The Upward Bound Program at Rutgers University-Newark is a federally funded college preparation program for selected students from the East Orange Public School District. The program is funded through the U.S. Department of Education. The mission is to increase the rates at which participant’s from the East Orange School District complete high school and enroll in and graduate from institutions of postsecondary education. Upward Bound participants begin the program during the 9th or 10th grade and participate through high school graduation. The Joseph C. Cornwall Center strives to be: A key resource in the production of “usable” knowledge for the public, private and nonprofit sector development in Newark, the northern region of New Jersey and beyond. Using a variety of research methods and tools, the Cornwall Center is committed to producing timely reports, briefing papers, and books that document innovative strategies, programs and policies. We say “usable” because our written work aims to meet the highest research standard that time and resources will allow, but we also maintain that the research must fit the problem. Technique cannot substitute for substance and analysis. Our goal, then, is to produce important research that encourages thought, questions, and ultimately action by all stakeholders working in a specific issue area and those in the general public. A central force convening key civil society individuals and institutions as they engage in and pursue the economic, political and cultural revitalization of Newark. Convening without strategy frustrates people—even those who understand that change is a complicated process. The Cornwall Center uses large- and small-scale meetings to bring together key actors for any given issue area with the goal of encouraging collaboration and progress. A secondary goal of our convening work is to document key learning to share with a wide audience. Much of our convening is conducted under the auspices and support of a requesting institution such as a foundation, local or regional public sector organization, or civil society group. A forceful agent for the economic and administrative coordination and cooperation of Newark and its surrounding communities. The United States is a nation dominated by its regions and metropolises. Economic and political trends have sometimes strengthened suburbs and outlying communities in a region at the expense of cities. While there are powerful market forces underlying these trends, the Cornwall Center holds that the result need not be a net negative for all concerned. Other regions and places have found opportunities to exercise mutual self-interest between cities and their surrounding communities. The need to find common ground is increasingly supported by shifting problems and challenges traditionally identified with cities to suburbs. The Cornwall Center, through our research and convening function, will take serious any opportunity to build ties between Newark and its region. A national model for what a university-based center can accomplish working with regional, local and community partners. Though universities have always played a significant role in social and economic development in their proximate communities, that role has been less recognized given the university’s unique mission to seek objective truth and educate citizens broadly. That universities should be recognized and encouraged to play a social and economic development role is less argued today than the extent and richness of that role. University-based centers, such as Cornwall, often act as a portal to link the university and its community. We at Cornwall are in a continual search to make the Center a valuable asset to our university colleagues and community partners.
