The United States Southern Command (SOUTHCOM), located in Miami, Florida, is one of nine unified Combatant Commands (COCOMs) in the Department of Defense. It is responsible for providing contingency planning, operations, and security cooperation for Central and South America, the Caribbean (except the Bahamas, Turks & Caicos, U.S. commonwealths, territories, and possessions), Cuba; as well as for the force protection of U.S. military resources at these locations. Miami-Dade Fire Rescue Department (MDFR) originally began in 1935 as a "fire patrol" consisting of only one employee and one truck under the direction of the Agriculture Department. But this patrol grew rapidly and, by 1957, it encompassed 51 employees, 10 stations and 12 pieces of apparatus. The department's growth has been a reflection of its numerous mergers with municipal departments and Dade County's continuous population expansion over the years. In 1965 the Metropolitan Dade County Fire Department (MDFD) was created. A medical rescue service program was implemented in 1973, adding the word Rescue to the department's name. The department's lime green color was seen on response vehicles the following year.

Miami Dade Emergency Management (MDEM) evolved from the Civil Defense era into a office that uses an all-hazards approach to disaster management. The County’s Comprehensive Emergency Management Plan (CEMP) is maintained by this office as are many programs designed to assist our communities prepare for and recover from disasters. The Emergency Operations Center (EOC) is activated for imminent and no-notice disasters; such as hurricanes and the 2008 power outage, respectively. It may also be activated for major events like the Super Bowl. Depending on the size and complexity of the event the activation levels range from 1 to 3. We are always at a level 3 (monitoring). When activated, the EOC serves as a communal hub where representations from local public safety, human services, infrastructure agencies and State and Federals Liaisons stage to plan and facilitate response and recovery efforts.
